Utah CFP Course Overview
Completion of the Utah Concealed Firearms Permit (CFP) course allows non-residents (of Utah) to apply for a non-resident Utah CFP. The benefit of the Utah CFP for Californians is that it provides CCW coverage in additional states where a California CCW is not valid, but a Utah CFP is.
Additionally, if a person is unable to obtain a CCW in California, they may still be able to obtain one from Utah which allows them to carry concealed in numerous states while travelling. California does not honor any other states’ CCW permits, so you could not use a Utah permit to carry in California.
Utah also allows a “provisional permit” for 18- to 20-year-olds. The training requirements and application are the same, however the permit expires on the permit holder’s 21st birthday. When turning 21, the permit holder must apply to convert from a provisional to a standard CFP. It is important to note that some states only accept a standard CFP, not a provisional CFP.

The two states most Californians seek the Utah CFP for CCW coverage in are Nevada and Washington.
The course, when done as a standalone course, is approximately 4 to 5 hours. The course covers topics including, but not limited to: firearms safety, handgun parts and operation, ammunition, safe storage, shooting fundamentals, Utah laws and regulations for issuing a permit as well as justification of force, prohibited places, and more.
While there is no written exam or shooting qualification required to pass the course, the instructor must be confident that the student understands the course material before the instructor signs and stamps (with instructor license information) the application form / certification of training.
Obtaining a Utah CFP is simple and inexpensive compared to a California CCW. The permit is valid for 5 years. Renewals are completed online directly through the Utah Bureau of Criminal Identification (BCI).
The current initial non-resident CFP cost (not the cost of the course) is $63.25 plus the cost to roll your fingerprints (about $20) and obtain a passport quality photo (about $15).
All Basic Firearms Training instructors are licensed by the Utah BCI to teach the Utah CFP class for Utah residents and non-residents.
Basic Firearms Training offers the Utah CFP course in 3 ways:
- As a standalone course (approximately 4 to 5 hours)
- In conjunction with the 16-hour California initial CCW course
- In conjunction with the 8-hour California CCW renewal course
Taking the Utah CFP course in conjunction with a California CCW course adds about a half hour to an hour to the California class. Much of the common material is built into the California class so there is less Utah specific information to cover separately.

- Valid Driver License or state issued ID Card
- Note pad
- Pen or pencil
- Positive and safe attitude and an open mind
- Beverages and snacks
Process to obtain a Utah CFP:
- Complete the Utah CFP course.
- Complete fingerprint card (blank card provided in class)
- Obtain recent 2×2 passport quality photo.
- Mail the following to Utah BCI in 9” x 12” envelope (provided in class):
- Completed application (signed and stamped by instructor)
- Copy of your Driver License or State issued ID
- Completed fingerprint card (signed by person rolling the prints)
- Recent 2×2 passport quality photo (with name written on back)
- Payment to Utah BCI
